Can the language that OnGuard uses change based on User login?

No.
If you install multiple Language Packs on the same workstation, that will install many of the resource DLLs needed to change various OnGuard dialogs and menus into the desired language.
However, there is also a database component to OnGuard. You need to run the Database Translation Utility (DBT) that is installed with each Language Pack in order to fully translate your OnGuard database into your desired language.
For example, if you install the Spanish Language Pack and run DBT (to turn your database into Spanish) and then login to your workstation as a Windows User that has a Spanish local setting, then all of OnGuard will be in Spanish. But, if you then install the French Language Pack and login to your worksation as a Windows User that has a French local setting, then some of OnGuard will appear in French (the menus and some dialogs will be in French) and some will be in Spanish (because of the database component).
