Symptom
When adding a new card format to an individual segment, OnGuard checks for the next available spot in <All Segments>. If a spot is available, the new card is assigned to that spot. If the first eight spots are taken between <All Segments> and the individual segments, then this error is shown.
Resolution
Create the new card format separately in each segment.
