Cannot open Region's Replication Admin, message ''A User must be all segment user.''

Symptom

When attempting to open Replication Administration in a region, the following message appears:

"A User must be all segment user."

Resolution

When logging into Replication Administration in a region, the user must be an All Segment Master user.
