The ability for an OnGuard user to give an "Allow 1 free APB pass" in Alarm Monitoring is controlled by the Badge Modify permission.
Badge Modify location:
Users > Cardholder Permissions Group > Badge > Modify.
Unchecking the Modify box removes the ability for that user to give an "Allow 1 free APB pass" in Alarm Monitoring.
