Database Setup or Form Translator yields ''Cannot login to database specified'' on Windows Vista, Windows 7, or Windows Server 2008

Symptom

Invoking either Database Setup or Form Translator yields an error containing the phrase Cannot login to database specified.

Resolution

The workaround is to right-click Database Setup (or Form Translator) and select Run as administrator.
