Detailed Description

Serial joysticks such as the Panasonic 605 can only be used by one application. Typically the first application (browser-based VideoViewer or Alarm Monitoring) running will scan the ports and attempt to connect to a joystick. If the port is occupied (typically by an application that is connected and working with the port) the port will be skipped from the scan, so the second application will not find the joystick. 

USB joysticks (such as the AXIS 295) will work fine with the same user trying to use the joystick from different applications. The only known limitation for the USB joysticks is that when a different user on the same computer is trying to use the joystick from a different application it will not work.
