Does an full download need to be completed in an Enterprise system after an upgrade?

Does a full download need to be executed in an Enterprise system after an upgrade? 

• Upgrades from pre-6.0 to 6.0 or later require a full download after the upgrade (due to the list builder re-ID changes in 6.0).
• Upgrades from 6.0 to 6.1 or later require a full download after the upgrade (due to the visit event changes).
• Upgrades from 6.1 or later do NOT require a full download after the upgrade (assuming previous full downloads occurred).
